Cities are where grid connections, land, fibre and cooling water compete. Geographic clusters — facilities within a few kilometres of each other — reveal where cumulative effects, not individual facility effects, are the right unit of analysis.

Cities above the cloud place large load close to many people; cities below place it further away.

Cluster capacity anchors are reconciled against published market totals where those exist; where the workbook's bottom-up sum diverges from the anchor, the difference is documented rather than silently adjusted. Population sums within a cluster double-count shared residents.
