These are pattern flags generated by rules over the dataset — divergences between footprint and context, between rank and evidence, between one facility and its peers. They are prompts for investigation, never conclusions.

Every flag inherits the limitations of the field it uses. Proximity flags rest on land-use class bands, efficiency flags on class-inferred PUE, and water flags on area-level stress bands. A flag means "look here", not "this is happening".
Absence of a flag is not a clean bill of health. The dataset contains no measured noise, no metered energy and no systematic complaint register — three of the places where real impacts would first appear.
